Parliamentary Panel Urges DRDO to Streamline Projects, Boost Private Sector Role

A joint parliamentary committee has recommended that the Defence Research and Development Organisation reduce its project portfolio and accelerate the transfer of technology to private industry.

NEW DELHI — A joint parliamentary committee on defence has recommended that the Defence Research and Development Organisation (DRDO) significantly reduce the number of active research projects and prioritize the transfer of mature technologies to private sector manufacturers. The recommendations, released on 26 September 2026, call for a structural shift in India’s defence research ecosystem to address chronic delays in project delivery and to leverage the growing capabilities of domestic industry.

The committee, which concluded its review of the functioning of DRDO and the broader defence research ecosystem, stated that the organisation must expedite the finalization of clear, measurable key performance indicators (KPIs) for all ongoing projects. According to the report, the current lack of standardized metrics has contributed to prolonged development cycles and cost overruns in several strategic programmes. The panel urged DRDO to adopt a more agile project management framework that allows for early termination of projects that fail to meet technical milestones, thereby freeing up resources for high-priority initiatives.

Focus on Private Sector Integration

A central theme of the committee’s findings is the need to open up defence production to private firms. The report noted that while DRDO has successfully developed several indigenous systems, the transition from prototype to mass production has often been hindered by bureaucratic bottlenecks and a lack of industrial capacity within the public sector. To address this, the panel recommended that DRDO actively invite domestic defence companies to participate in the supply chain for critical components, such as seeker harnesses and other high-reliability subsystems.

Recent initiatives by DRDO, including invitations to domestic firms for the Project Kusha air defence programme, were cited as positive steps in this direction. However, the committee emphasized that these efforts must be scaled up across all major defence platforms. The report suggested establishing dedicated liaison cells within DRDO to facilitate technology transfer and to provide private manufacturers with the necessary technical documentation and support for certification.

Addressing Project Delays

The committee also highlighted the issue of project delays, which it attributed to a combination of technical challenges, funding constraints, and administrative inefficiencies. It recommended that DRDO implement a rigorous project review mechanism that involves independent technical experts to assess progress and identify potential risks at an early stage. The panel further urged the Ministry of Defence to provide adequate funding for DRDO’s research activities, while also ensuring that funds are allocated based on a clear prioritization of strategic needs.

समिति ने रक्षा मंत्रालय को अपनी सिफ़ारिशों के कार्यान्वयन की निगरानी के लिए एक समर्पित तंत्र स्थापित करने की सलाह दी। यह तंत्र DRDO के परियोजना पोर्टफ़ोलियो तथा प्रौद्योगिकी हस्तांतरण पहलों की प्रगति की नियमित समीक्षा करेगा। पैनल ने यह भी सुझाव दिया कि मंत्रालय एक रक्षा प्रौद्योगिकी एवं अनुसंधान बोर्ड का गठन करे, जो रणनीतिक दिशा‑निर्देश प्रदान कर विभिन्न रक्षा अनुसंधान संस्थानों के बीच समन्वय को सुदृढ़ करे।

रिपोर्ट संसद को प्रस्तुत की गई है, जहाँ आने वाले हफ़्तों में इस पर चर्चा होने की संभावना है। रक्षा विश्लेषकों ने समिति की सिफ़ारिशों का स्वागत किया, यह कहते हुए कि वे सरकार के भारत को रक्षा उत्पादन का वैश्विक केंद्र बनाने के व्यापक लक्ष्य के अनुरूप हैं। हालांकि, कुछ विशेषज्ञों ने प्रस्तावित परिवर्तनों की व्यवहार्यता को लेकर चिंता व्यक्त की है, क्योंकि इसके लिए बुनियादी ढाँचे और मानव संसाधन में पर्याप्त निवेश की आवश्यकता होगी।

DRDO के अधिकारियों ने एक बयान में समिति की सिफ़ारिशों को स्वीकार किया और कहा कि संगठन अपने परियोजना प्रबंधन प्रथाओं को सुधारने तथा निजी क्षेत्र के साथ सहयोग को बढ़ाने के लिए प्रतिबद्ध है। उन्होंने यह भी बताया कि परियोजना अनुमोदन प्रक्रिया को सरल बनाने और प्रौद्योगिकी हस्तांतरण को सुगम बनाने के लिए कई पहलें पहले ही शुरू हो चुकी हैं।
